PRESS RELEASE- Midland, Texas November 22, 2013 – The Commemorative Air Force (CAF) announced today that the election regarding the 2013 proposed amendment to the bylaws has concluded with a 75.10% vote in favor of the proposed amendment. The membership vote for approval of the bylaw amendment clears the path for the CAF Board of Directors to build a CAF National Airbase that will become the organization’s headquarters.
The CAF constitution and bylaws require an approval of three-quarters of the voting membership in order to make the change. “With this amendment change the CAF Board of Directors can now narrow its selection and negotiate with the potential locations that provide the best site for the future CAF National Airbase” said Stephan C. Brown President/CEO of the Commemorative Air Force.
The 2013 Proposed Amendment to the Commemorative Air Force Bylaws – reads:
Article III – Table of Organization
1. During the period between October 1, 2013, and October 1, 2014, the Headquarters of the Commemorative Air Force shall be determined and designated by a vote of the General Staff requiring the approval by nine (9) of its eleven (11) members (or by an equivalent percentage thereof). Such location shall be a city which best supports and promotes the aims and purposes of the Commemorative Air Force, the education of the public, the heritage of military aviation, and the preservation of the aircraft and artifacts entrusted to its care.
Any future Headquarters site selection subsequent to that described in the preceding paragraph shall be determined by a vote of:
(a) nine (9) of eleven (11) members of the General Staff (or by an equivalent percentage thereof); and
(b) three-fourths (3/4) of the General Membership who vote in a referendum called by the General Staff for that purpose, voting to be as prescribed in ARTICLE IV of these Bylaws.

It is expected that the CAF Board of Directors will narrow the list of potential locations sometime this December and hope to make the final selection within the first or second quarter of 2014.

Born in Milan, Italy, Moreno moved to the U.S. in 1999 to pursue a career as a commercial pilot. His aviation passion began early, inspired by his uncle, an F-104 Starfighter Crew Chief, and his father, a military traffic controller. Childhood adventures included camping outside military bases and watching planes at Aeroporto Linate. In 1999, he relocated to Atlanta, Georgia, to obtain his commercial pilot license, a move that became permanent. With 24 years in the U.S., he now flies full-time for a Part 91 business aviation company in Atlanta. He is actively involved with the Commemorative Air Force, the D-Day Squadron, and other aviation organizations. He enjoys life with his supportive wife and three wonderful children.
